🚨 EXERCISE MESSAGE: THIS IS A DRILL 🚨

This is an EXERCISE MESSAGE as part of a county-wide emergency response tabletop exercise. There is NO real-world hazard at this time. This scenario is designed to test response actions for a chlorine gas release emergency in Wilmington, Ohio. Please review the following information and ensure you know how to respond in a real emergency.

What Happened?

At approximately 9:00 AM, a tanker truck carrying chlorine gas (UN 1017) stalled at the railroad crossing on U.S. Highway 22 in Wilmington, Ohio, near coordinates 39.446173, -83.820556. A 20-car freight train traveling eastbound was unable to stop in time and collided with the stalled tanker, causing a catastrophic rupture of the pressurized chlorine tank. The impact resulted in an immediate release of a toxic green chlorine vapor cloud, which began dispersing southeast toward Wilmington College and surrounding neighborhoods.



🚨 Evacuate Immediately if You Are in 🚨

🚨 Either Group 1 or Group 2 🚨


Residents and businesses in Evacuation Group #1 and Group #2 must leave now due to the train-tanker collision and chlorine gas release. First responders are directing evacuations to keep everyone safe from exposure.




🔹 Evacuation Group #1 🔹

(East of Main Street & Rombach Ave. to Lowes Drive)


✅ Proceed immediately to Dove Church (1499 Rombach Ave., Wilmington, OH 45177)

✅ Take Rombach Ave. westbound toward Wilmington Plaza—DO NOT head toward the incident scene

✅ Do not delay—leave immediately to avoid exposure








🔹 Evacuation Group #2 🔹

(Southwest of Main Street & the Railroad Tracks, West of Wilmington College)


✅ Proceed immediately to Clinton County Fairgrounds Expo Center (958 W. Main St., Wilmington, OH 45177)✅ Take Main St. westbound toward the fairgrounds—avoid back roads and do not return home until given clearance✅ Follow all traffic instructions from emergency responders





📦 What to Take with You

Bring only essential items—you do not have time to pack everything.


✔️ Identification & Medications – Driver’s license, passport, prescriptions, medical devices

✔️ Emergency Supplies – Phone & charger, a change of clothes, important documents

✔️ Pets & Children’s Needs – Leash, carrier, diapers, formula, favorite comfort item

🏠 Shelter-in-Place: Stay Inside & Seal Your Home

If you are west of the railroad tracks near Locust St., Fife Ave., and Prairie Ave., you should NOT evacuate—instead, Shelter in Place immediately to avoid exposure.

🔹 Close & lock all doors and windows🔹 Turn off all HVAC systems, fans, and air intake vents🔹 Seal cracks under doors and windows with towels or duct tape

Stay inside until officials lift the Shelter-in-Place order.
