20260602 SPOT

Clinton County Emergency Management Agency (EMA) has launched a new tool to help residents report unusual conditions directly to EMA: the Community SPOT Report.

You can access the form anytime at: cc-ema.org/spot

What Can Be Reported?

The Community SPOT Report can be used to report:

  • Power outages

  • Internet, phone, or cellular outages

  • Strange odors

  • Loud explosions or booms

  • Flooding

  • Roadway issues

  • Weather impacts

  • Other unusual conditions

The form is simple and takes only a few minutes to complete.

Why Report It?

Sometimes residents are the first to notice a developing issue. Multiple reports from different locations can help EMA identify patterns, confirm impacts, and coordinate with response partners.

Recent communications outages reported by residents helped provide a clearer picture of service disruptions occurring across parts of Clinton County.

Important Reminder

The Community SPOT Report is not monitored continuously and should not be used to report emergencies.

For emergencies or immediate threats to life or property, call 911.

SPOT REPORT No. 2

Update Date/Time: 2 June 2026 / 3:25 pm

Report Number: SPOT 2026-06-02-001

SUMMARY:  Multiple reports of communications and utility service disruptions have been received from across Clinton County. Information collected from residents, service providers, and public safety sources suggests a possible correlation with an incident that occurred along State Route 73 earlier today.

CURRENT INFORMATION:

  • Multiple Omni Fiber customers in Wilmington reported internet outages beginning at approximately 10:30 AM.

  • Reported affected areas include Downtown Wilmington, Timber Glen, Woodside Drive, John Chambers Drive, Crestview Drive, Kelly Drive, Grove Street, and portions of the northwest side of Wilmington.

  • Additional reports indicate service interruptions affecting multiple neighborhoods across the city.

  • A separate power outage remains ongoing in the State Route 73 area associated with a traffic accident that occurred earlier today.

  • CCSO Dispatch was contacted regarding the SR-73 incident to determine whether a correlation exists between the accident, power outage, and reported communications outages.

  • Intermittent AT&T cellular service issues have been reported in Sabina and Midland over the past three to four days. Based on current information, these issues are believed to be unrelated to today's Wilmington-area outages.

ASSESSMENT:  The timing of the SR-73 accident, associated power outage, and widespread Omni Fiber service interruptions suggests a possible connection. At this time, the incident on SR-73 aligns with the outage reports received from affected areas. Confirmation from utility and communications providers is still pending.

OPERATIONAL IMPACT:

  • Internet connectivity disruptions affecting some residents and businesses in Wilmington.

  • Potential impacts to remote work, online services, and communications.

  • No reported impacts to 911 services at this time.

STATUS:  Monitoring ongoing. Additional information will be released as it becomes available.
